On behalf of all NCSA Police Department employees, welcome to our website. If the information you are seeking is not contained within the website please give us a call at 336-770-1313 or e-mail us at ncsapolice@ncarts.edu and we will be glad to respond to your questions.

This Police Department is extremely proud to serve the students, faculty, staff, and visitors of the North Carolina School of the Arts. We are fortunate to be associated with this campus, a unique conservatory of the arts, dedicated to highly specialized training and education within the Schools of Dance, Design and Production, Drama, Filmmaking and Music. The students here possess tremendous talent and deserve every opportunity to succeed in both their studies and their performances. Unlike other higher education institutions, NCSA also has a residential high school population of students. Parents and family trust us with the care of these students, and we take our role in their safety, security, and development very seriously.

Our School maintains a highly dynamic relationship with the greater arts community and the local area Winston-Salem community, at large. The Police Department is committed to facilitating the numerous visits, meetings, performances, lectures, and other special events that occur on a daily basis. We are dedicated to working collaboratively with the many outstanding NCSA administrators, faculty, staff, and students to help make the School a great place to study, perform, work, and visit.

Mission & Values

To contribute to and promote the greater mission of the North Carolina School of the Arts by facilitating a safe, secure, and service-oriented environment for all students, faculty, staff, alumni, School stakeholders, patrons of the arts, and general visitors to the NCSA campus and off-campus facilities.


The NCSA Police Department must employ the proper balance of education, problem-solving, service orientation, administrative action, and law enforcement action to achieve this mission in the proper context of our School culture. It is our job to enhance the NCSA student experience; facilitate faculty and staff efforts to provide the best teaching and performance experiences; and partner with all NCSA community members to solve problems, prevent crime, foster personal safety, and protect NCSA and individual property. Safety and security are shared responsibilities and it is only through a mutual partnership and understanding that we can all be successful. The NCSA Police Department is a values-based organization. These values provide a consistent framework for all officers and command staff when making day-to-day decisions about our duties, responsibilities, communications, and professional conduct. We deliberately set very high expectations for our staff because the NCSA community deserves the most professional, effective police service possible. Our values:

These stated values have to be more than words on a printed page. They have to actually influence how we present ourselves on behalf of the School. The following value statements provide more insight as to how NCSA Police Department members shall incorporate the spirit of these values into our operations.

INTEGRITY
We believe that integrity must be the underlying core value for all Police Department activities. We will perform our duties with unquestionable integrity.

We will be honest and straightforward; striving to consider all information provided and to make ethical choices based on the facts, information, and circumstances presented to us. We may make honest mistakes, but we will acknowledge them, rectify them, and work to avoid them in the future. All members of the Police Department will constantly strive to “do the right thing” in supporting the greater NCSA mission.

PERSONAL DIGNITY AND INDIVIDUAL RIGHTS
We will treat all persons with dignity, courtesy and respect. This Department will consistently honor the fundamental individual rights afforded to all persons through state and federal mandates.

THE ARTS
We believe in the fundamental mission of the School and the role of the arts in our society. We will actively support the many projects, films, and performances produced and or presented by the faculty and students of NCSA. We will demonstrate our appreciation for NCSA performing and visual artists through our personal presence, assistance, and positive feedback, whenever possible. We will strive to understand how the faculty and staff, as artists, experience the daily demands of life at NCSA.

TEAMWORK
We will work collaboratively among our Police Department officers and staff to fulfill our duties and responsibilities. We recognize that this is one Department, and that ultimate success depends on our ability to communicate, cooperate, respect and coordinate the many talents and abilities of all NCSA Police Department employees.

Additionally, we pledge our participation and support of the greater NCSA team. The Police Department members will work with faculty, staff, and students to assist with matters that are appropriate to the School’s mission.

We will display the ultimate in professionalism. We will demonstrate a continuing commitment to excellence, professional development, and first-class demeanor. Campus Police is located on the ground floor under the Drama Gym at the south end of the Gray Building facing the service road.

Student Information

The NCSA Police Department consists of the Chief, Assistant Chief, 13 commissioned officers and 6 part-time security officers. The commissioned officers have the authority to enforce federal, state and local laws, as well as the rules and regulations of the school and the University of North Carolina. All commissioned officers are professionally trained to meet the standards set forth by the Criminal Justice and Standards Division of the State of North Carolina under General Statute 17C. NCSA officers have complete police authority to apprehend and arrest anyone involved in illegal behavior or activities on all school property, as well as on that portion of any public road passing through the campus and immediately adjoining the campus. (Cf. General Statute 116-40.5)

Parking Rules and Regulations
We ask that you register your car before arriving on campus. A registration form will be included in the pre-registration mail out. You will be asked to complete the registration form and mail it in along with the parking fee. You will be issued your decal when you arrive on campus for clearance.

Registration of all motor vehicles is mandatory.
Registration must be completed within 48 hours of arrival on campus.
All drivers are expected to obey the traffic laws and rules as outlined in the Traffic and Parking Policy.

The campus parking code is strictly enforced. The decal fee is a cost for the privilege of having your car. THERE WILL BE NO EXCEPTIONS.

The North Carolina School of the Arts Campus Police is responsible for enforcing all parking and traffic laws in accordance with the authority vested in by the Board of Trustees under North Carolina General Statutes 116.44.4. Their jurisdiction covers all University property including: parking lots, streets, immediately adjoining public streets, and satellite locations. Enforcement is carried out by citing vehicles and drivers, towing vehicles, wheeling locking vehicles and monitoring parking lots.

Community Oriented Policing

We believe that Community Oriented Policing, "COPs," is a partnership between our department and the campus community. This partnership identifies and targets problems of major concern to our students, faculty, and staff. Additionally, we use "COPs" to educate our community regarding their responsibilities in fighting crime and improving their own quality of life.

The key to making "COPs" successful has been the development of "Problem Oriented Policing Projects" (POPPs). A POPP is a proactive plan of action designed to solve a problem where a safety or quality of life detriment is present which must be addressed immediately.

With "COPs" and POPPs" we eliminate recurring problems and better serve the campus community.
