Facilities Construction Office

The Facilities Construction Office (FCO) is responsible for the administration of the design and construction of all North Carolina School of the Arts bond projects. General obligation bonds were passed during the 1999-2000 Session of the General Assembly of North Carolina to provide capital improvements for the University of North Carolina and the Community College Systems. As a result of the passing of the general obligation bonds, North Carolina School of the Arts was awarded a bond program amount of $42,547,500. The overall bond program covers twelve bond projects including new construction, extensive renovation/modernization, technology infrastructure and land acquisition.

Currently, contracted designers complete the design work and all construction work is completed by outside contractors. For a list of projects and upcoming bid dates, please contact FCO.

Procurement Processes

Design Services
Advertisement for most design services proposals for projects within the UNC System are posted here: http://www.northcarolina.edu/vendors.

The respective project committee short-lists, interviews and recommends the selection of a design firm for the project to the Chancellor and Board of Trustees.

Construction Services
For projects with scopes greater than $300,000, solicitation for construction bids within the UNC System are published (at a minimum) on the UNC Office of the President’s web page, http://www.northcarolina.edu/vendors, in the Winston-Salem Journal and in the Winston-Salem Chronicle at least 21 days prior to bid date.

Historically Underutilized Business Program (HUB)
NCSA is fully committed to UNC Office of the President’s Hub Program. NCSA have developed pamphlets outlining the overall project information and has participated in several HUB oriented workshops.

For projects with scopes greater than $300K, the school requires all qualified bidders to comply with good faith effort requirements as outlined by North Carolina Department of Administration. For statewide information related to HUB please visit the DOA – HUB website: http://www.doa.state.nc.us/doa/hub/. For HUB information related to NCSA projects, please contact the FCO.

In addition, the school notifies the HUB program at the NC State Division of Purchase and Contract of all upcoming bids at least 10 days prior to the bid date. Furthermore, the school is working with local HUB organizations to develop lines of communications to notify organizations of upcoming bid solicitations. The school also provides interested construction firms the opportunity to review drawings for upcoming bids at the FCO.
